Exporting Baby Bottles to Saudi Arabia: What SABER Means for an OEM Order

Buyers in Riyadh and Jeddah often ask the factory for an Arab SABER certificate before they place a bottle order. SABER is real, and a missing file will hold the container. It is also narrower than that request. SABER is the online platform of SASO, the Saudi Standards, Metrology and Quality Organization. It covers products entering Saudi Arabia. A SABER file does not clear Dubai, Kuwait, or Doha. This note is what we tell wholesale and OEM buyers when the destination is the Kingdom: who files, which two certificates matter, and which papers a Yiwu factory can actually prepare. The Saudi importer does, on saber.sa, through a SASO-accepted conformity body. 1. Two certificates, not one stamp Registration on SABER splits into a product file and a shipment file. Product Certificate of Conformity (PCoC). This is the model certificate. It sits on the Saudi importer account, not on the factory, and it is commonly valid for one year. Change the importer and you open a new product file. Shipment Certificate of Conformity (SCoC). This is the batch certificate. Customs, through FASAH, uses it to match this bill of lading to the approved product. One shipment, one SCoC. On regulated goods it does not replace the product certificate. From 1 January 2025, SASO requires applicable cargo to hold these certificates through SABER before arrival. A promise letter is not a workaround, and a certificate opened after the vessel has berthed is treated as invalid. File the shipment certificate while the goods are still on the water, with the bill of lading in the file. 2. The importer starts the file A factory login cannot open a Saudi product certificate. The applicant is a company registered in the Kingdom.
